"Healthcare strategies in a time of uncertainty" by Roberto Flores, Vice President of Employee Benefits & Tracy Vicario, Vice President of Business Development

This year we witnessed the merger of  retail giant CVS with the #3 insurance provider Aetna and, Cigna reported it was acquiring pharmacy benefits manager Express Scripts.  Amazon, Berkshire Hathaway and JPMorgan Chase announced in January that they are working together to create a new health-care venture aimed at “improving employee satisfaction and reducing costs.”  We will analyze the current healthcare marketplace by reviewing contribution strategies and how technology coupled with benefit plan design can save organizations time and money while improving employee retention. We will also discuss Association Health Plans, (health insurance arrangements sponsored by industry or trade professional associations that provide health coverage to their members). The Department of Labor’s (DOL) proposed regulation that will seek to broaden access by expanding eligibility and allowing a larger number of these arrangements to be exempt from certain Affordable Care Act mandates in hopes to expand choice and provide another avenue for cost containment.

Roberto Flores has been in the Health Insurance industry for over 11 years and 3 of those years he has been with Hub/BCI Group. Roberto actively serves on two local insurance producer advisory councils (Regence Blue Cross Blue Shield and Pacific Source). In his tenure with HUB, Roberto has created and led HUB’s Technology division which has evolved to a full consulting experience to help clients identify an HRIS system with preferred pricing and implementation support. Roberto’s expertise includes benefit plan design, Self-funding, alternative health plan funding, health care reform, stop-loss contracting and technology as it relates to employee benefits. He has a strong background in managing health benefits for many of the state’s fastest growing companies, including high-tech, agricultural, public and private sectors. He has assisted clients in maneuvering and understanding the current and upcoming health care reform changes.

With over 20 years in human resources, operations and employee benefits, Tracy brings a broad range of perspective to the Oregon market. With her thorough understanding of business operations, she has the ability build a long-term strategic plan which keeps the goals and initiatives top of mind and everyone headed in the same direction. Her experience in innovative plan and contribution design helps employers with cost containment as well as employee retention and engagement. Tracy has a unique way of building trust and strong relationships with the leadership team all the way through to employees and their families.
